And THANK GOD you are conscious of Bugzilla's self-defeating design.  Complexity to the point of inhibiting users does not help any bug tracking system.

Have you taken a look at this &lt;a href=&quot;http://kennwhite.sourceforge.net/codetrack/&quot;&gt;this bug tracker&lt;/a&gt;?  It requires no database, is XML-based, and claims to have good performance.  AND it's open source.  

I haven't used it yet but I plan to in some upcoming projects…  Thought it might be useful.
